Purpose
Reporting into the Project Director, the primary purpose of this role is to develop and maintain project controls deliverables in support of the Project.
The role will be within the Owner’s Engineering team providing technical assistance to the Client in the delivery of the project. The Budget Planning and Project Controls Manager will be responsible in Stage 1 for the setup of the overall project planning and reporting process for the project and in the later Stage 2 for monitoring the project planning and execution of the EPC Contractor for the Project.
Key Aims
- Preparation and management of the Project program in the tendering, nuclear safety and environmental licensing stages of phase 1.
- The completion by the executor of the planning, for the Project and the monitoring of the project progress as well as the subsequent transmission to Client of the respective information for information and approval, as the case may be.
- Obtain information from the executor on the resources allocated to the project and review the information so that it can be summarized to the Client as necessary.
- Produce planning and cost deliverables in accordance with the project timetable from engineering, procurement, fabrication, construction, pre-commissioning and commissioning data
- Assemble planning and cost deliverables by early engagement with the project team so as to prepare the work-scope within a timely manner to maintain the schedule.
- Produce deliverables based on planning the most efficient build programme with the capability, of alerting the project to potential schedule and budget difficulties.
- Propose mitigation solutions based on “what if” scenarios run in Primavera Project Planning software.
Key Responsibilities
The Planning and Project Controls Manager is responsible for the correct application of project planning processes by the Contractor in delivering the project. Specifically, the Budget Planning and Control Manager will:
• Ensuring the planning, for the Project and monitoring the progress of the project is completed by the Contractor and for onward transmittal to Client of that information for information and approval as required.
• Obtaining the information from the contractor of the resources allocated to the project and reviewing that information such that it can be summarised to Client as required.
• Verify the Project schedules as submitted by the Contractor concerning its activities and progress made towards deadlines which are in accordance with the schedule of the execution contract and which highlight sequence and timing of the Project completion, dates of submission of key documents necessary to maintain the execution schedule, identification of critical activities and any other such information requested by the OE or Client.
• Monitor the Contractors’ responsibility for providing detailed schedules as required by the contract and which follow a coherent structure at the appropriate level.
• Review the Contractor’s notifications to the OE and Client of circumstances which could adversely affect the activities of the project and their effect and the Contractor’s proposed actions to remedy the situation to ensure ongoing compliance with the Project execution schedule.
• Verify the monthly progress reports by the Contractor containing status of completion, photographs, manufacturing information, QA documentation, lists of notifications, safety statistics, changes in contractor’s staff and comparison between actual and planned progress.
• Recommend to Client on the acceptance of the monthly report with comments/measures to maintain/return to schedule as required.
- Understand engineering procedures/interfaces for all disciplines and reflect in project controls deliverables.
Other Duties
• Coordinate with vendors, project manager and client to prepare business and technical project documentation.
• Assist with prepare monthly reports and assemble data to consolidate.
• Create control budget and review and authenticate cost reports and change notices.
• Implement and ensure cost control processes to report on estimates, expenditures and cost commitments accurately.

The Person
- Minimum of 15 years of experience within project planning in a high value construction project.
- Evidence of ability to successfully plan and manage a complex project in Primavera.
- Preferably experience on Cernavoda Nuclear site– minimum 8 years in a project controls lead/supervisory role.
- Technical professional with in depth project engineering/construction experience and knowledge of project controls requirements particularly relating to such.
- Tertiary Technical qualifications – essential.
- Good team player with a pro-active and flexible attitude, and able to work in a challenging environment, with minimal supervision. Must be able to communicate at professional engineer level and thus draw together the best information into a multi discipline package for the project.
- PC Literate in Primavera Planning (minimum - skilled level), MS Windows, Excel, MS Office, MS Project,
- Mature person with cultural sensitivity
