Your functions/duties:

Ensures the delivery of a wide range of services for the installation including facility engineering and range maintenance; custodial services and refuse disposal; roads and grounds maintenance, and delivery of utility services, pest control, and environmental services.

Conducts Quality Assurance inspections and administration of associated base support contracts.

Monitors and oversees the technical and business functions of real property operations and maintenance.

Oversees the transactional data-tracking systems.
-
Ensures work is conducted within all applicable guidance regulations and technical documentation.

Establishes and maintains working relationships and effective communication with customers, contractors, United States (US) and foreign nation civil and military personnel.

Implements controls to assure changes to projects reflect commitments to customers/partners on cost, quality, and schedules.
-
Reviews all proposals, designs specifications, work plans, invoices, safety, quality control plans, and other documentation to ensure work is conducted within all applicable standards.

Ensures all engineering related work is in compliance with all applicable environmental, natural, cultural, and archaeological Federal, Host Nation, and local laws, and provides vital maintenance to the installations, tenant activities, and rotational activities.

Monitors and tracks the delivery of engineering services conducted through contracts, troop labor, and available assigned assets.

Tracks cost by several methods, costs that are invoiced; costs that are incurred, but not invoiced, etc. and ensures no over expenditures occurs.

Attends conferences and meetings regarding engineering related matters.
NOTE: Incumbent must be able to perform business related travel up to 20% of the time.
Your Profile:

Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.

Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the RW-06 grade level.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the work of the position to be filled.
NOTE: In addition to the specialized experience, applicants must meet the following requirements:

Good knowledge and fluency in both the English and Romanian language, in order to communicate verbally and in writing, and to translate from one language into the other;
-
Able to obtain and maintain a valid Romanian driver's license type "B" (copy of it must be emailed when applying for the position, as attachment separate from the application form).
Incumbent must continue to meet these conditions throughout the duration of their employment.
