Responsibilities:
The job Holder is responsible for supervising the VAT implications and VAT operational aspects (eg calculation, declaration, payment, etc.) under the responsibility of the VAT Compliance Departament for OMV Petrom and the Petrom Group companies. The scope of duties for Job Holder include:
- Coordinates and supervises the operational tasks and activities of the VAT Compliance Department
- Monitors and manages the VAT Compliance Department in the current activity, in the problem solving processes, achievement of its objectives and fulfilment of its tasks
- Professional and personal leadership of the VAT Compliance Department (quantitative and qualitative planning and employment, development, education and retirement)
- Guides the members of the department in order to improve VAT Compliance Department activity, to find new solutions in accordance with department objectives and business' requirements
- Applies the rules and regulations stated by Fiscal Code, Methodological Norms for applying the Fiscal Code, Fiscal Procedures Codes, Romanian Accounting Standards, Company law, Council DirectiveEC on the common system of value added tax and relevant guidelines of the group
- Understands and observes the policies and tax regulations and proposes appropriate recommendations for the new transactions
- Ensures an accurate and timely internal reporting as provided by work instructions and reports as requested by internal and external audits (including fiscal controls performed by fiscal authorities in respect of taxes managed)
- Follows up the implementation of tax legislative changes in respect of VAT for all Business Divisions within OMV Petrom and for all the companies of the Petrom group (. Petrom Aviation; Petrom Gas; OMV Petrom Global Solutions; OMV Petrom Marketing)
- Provides support in defining and contributes to projects and initiatives for improving department processes and systems
- High-level understanding of interdependences between the expertise area of job holder (. VAT) and the other taxes in the responsibility of the Tax Department
- Defines strategies and processes for the activity of the VAT Compliance Department
- Applies the corporative strategy of OMV Petrom Group and OMV Group and provide appropriate support through structures, processes, as well as through proper structuring of the VAT Compliance Department
Requirements:
- University graduate level educational background or equivalent education along with large occupational experience in the related field
- Master’s degree or any other postgraduate diploma
- Registration as Fiscal Consultant
- 15 years’ work experience, 10 years’ experience in the tax area and at least 8 years of management experience
- Very good understanding and expertise in the VAT area
- English knowledge - advanced level (written and spoken)
- Advanced knowledge of rules and regulations stated by Fiscal Code, Methodological Norms for applying the Fiscal Code, Fiscal Procedures Codes, Romanian Accounting Standards, IFRS rules, Company law, Council DirectiveEC on the common system of value added tax
- Very good knowledge and application of SAP transactions related to department activity and general knowledge of SAP transactions applicable
- Ability to represent the VAT Compliance department at the level of Petrom and in the business (problems, achievements, proposals)
- Ability to develop solutions for complex issues at service line level as well as to identify opportunities for improving the department's activity
