The British Embassy in Bucharest is part of a world-wide network, representing British political, economic and consular interests overseas and is looking to recruit a Senior Learning and Development Designer for the Diplomatic Academy.
The Diplomatic Academy provides innovative and creative learning solutions to meet the needs of the UK Government to support learners in doing their jobs more effectively, based on specific organisational goals. The Diplomatic Academy has teams based across the globe and in the UK, partnering with British Missions (Posts) and Directorates to ensure learning is based on performance outcomes and aligned to UK Government priorities. We work to ensure that learning activities are designed to best-practice L&D standards, based on solid research and contribute to building a positive learning culture within the workplace.
Ourkey learners work in 274 posts based in 168 countries and perform a variety of different job roles.
This role is based within the Diplomatic Academy’s Learning Design Team, working in partnership with a range of stakeholders and subject matter experts to design innovative, accessible and engaging learning.
We are looking for an individual who really understands learning and has significant expertise in using technology to support and enhance development and performance improvement. You will be familiar with digital design methodologies such as ADDIE and Agile and have a lot of experience in the project and programme management aspects of learning design. You will be able to effectively manage and motivate a team, allocate and prioritise a portfolio of different learning design projects and work with a variety of stakeholders to deliver high quality learning solutions to tight deadlines. The role will require occasional international travel.
The job will evolve as the Academy continues to mature, so the successful incumbent should expect to be flexible and adaptable to changing priorities, including working across teams.

Roles and Responsibilities

Partner with Diplomatic Academy Faculties, Directorates and Posts to identify and better understand learning needs and gaps.

Develop and recommend innovative, blended learning solutions based on specific needs.

Evaluate the impact of learning outcomes and objectives.

Project manage the work of the team to include: sprint planning, project planning, resource allocation and day to day oversight of the work of the team and its progress to completion.

Agree design priorities with Head of Learning Design and DA Senior Leadership Team and regularly report to Head of Learning Design.

Line manage two L&D Designers and one Content Developer.

Act as Deputy for the Head of Learning Design.

Lead on their own learning design projects.

Ensure that solutions are designed in line with industry best practice, are of high quality and comply with 2018 Accessibility guidelines & WCAG guidelines.

Coach and build the capability of the teams design partners in L&D design best practice, and how to effectively co-create learner centric content which is often very detailed and technical.

Essential qualifications, skills and experience

A minimum of 5 years’ experience of working in an L&D design & delivery environment.

Experience of ADDIE, Agile or similar design methodologies.

Experience of managing learning projects and programmes and having managed L&D Learning or instructional design teams.

Experience in the use of a variety of digital learning authoring tools and collaboration tools such as Microsoft Teams.

Experience of authoring learner centric content.

An experienced Line Manager.

Professional qualifications in L&D, OD or equivalent.
Desirable qualifications, skills and experience

Experience of GOMO, Articulate or similar e-learning authoring tools.

Other benefits and conditions of employment
This is a full-time, permanent contract (35 hours net per week). Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.
The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.
Monthly salary is 13,471 RON gross. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania.
For your information whilst the Emergency Ordinanceis in place the job holder will receive a gross monthly compensation bonus of RON 2694.
The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of up to 30 working days.
Visa / Passport requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract. Additional requirements may become necessary pending EU Exit. If requirements change additional eligibility information will be shared during the recruitment process.
