Job Description (Roles and Responsibilities)
The British Embassy in Bucharest is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a C4 Serious and Organised Crime Project Manager.
Main purpose of job:
Working with the Political team, Serious Organised Crime regional coordinator and UK law enforcement in the Embassy, on Serious and Organised Crime related projects, with a focus on the prevent strand of the UK’s SOC strategy as well as Modern Slavery and Human Trafficking threats. Building relationships with implementing partners, both government and non-government, to design and deliver activity that supports the objectives of the British Embassy in Bucharest. Potential for contract extension if funding is also extended.
Roles and responsibilities:
Project Management:
- Project design - Work with colleagues from UK law enforcement, Political team and regional coordinators to design and develop projects on Serious and Organised Crime. Design and deliver two large scale projects on Modern Slavery and Human Trafficking – one with a strategic focus, and one with a practical delivery focus.
- Project management - including navigating approval processes, finances, monitoring and evaluation for all Serious and Organised Crime projects in the Embassy. Ensure that project activity is compliant with UK requirements on gender equality and safeguarding.
Stakeholder management:
- Develop strong working relationships with relevant UK teams and departments (. MSU in Home Office and FCDO), to maximise use of funding available from all sources, and ensure UK strategic objectives are being supported through project activity.
- Develop strong working relationships with Romanian government partners, including law enforcement, ensuring their buy in and engagement on projects where appropriate. Promoting UK strategies and approaches through engagement with Romanian government where applicable.
- Develop and maintain strong relationships with civil society implementers, ensuring procurement, reporting and finance guidelines are adhered to, and that activities and outputs for all projects are being reached on schedule, and taking action if this is not the case.
- Work with other partners/Embassies in Bucharest to deconflict project approaches and objectives, or identify opportunities to work together.
- Organise official visits, both to the Romania and UK, as part of projects where this will support – or deliver on – project objectives. Work with comms and political teams to promote visits or events where necessary.
Information and learning sharing:
- Work closely with SOCNet coordinator on regional projects, either to ensure projects are being delivered by other posts, or that projects in Romania can be used as test studies for projects elsewhere in the region.
Essential qualifications, skills and experience
- Verbal and written fluency in English and Romanian (minimum of C1 level for CEFR framework*);
- Understanding of Serious and Organised Crime threats in a Romanian context;
- Project and programme management experience;
- Excellent problem solving skills;
- Excellent interpersonal skills and ability to network and work collaboratively with others;
- Ability to think creatively and take a proactive role in achieving team objectives;
- Strong written and verbal communication skills;
Desirable qualifications, skills and experience
- Understanding of Romanian political context and government structures;
- Knowledge of Modern Slavery and Human Trafficking threats, and how they relate to Romania and the UK.

Other benefits and conditions of employment
This is a full-time fixed-term contract for 8 months (35 hours net per week) with possibility of renewal. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.
The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.
Monthly salary isRON gross. Whilst the Emergency Ordinanceis in place the job holder will receive a gross monthly compensation bonus of 2,032 RON. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania. The successful candidate will be subject to confirmation.
All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.
